Greensburg City Council will explain the proposed 2013 budget during its regular meeting next week.

“We don't believe they'll be a need for a tax increase,” City Administrator Sue Trout said after a council meeting on Tuesday.

The general fund to be presented on Tuesday totals about $11 million, city officials said.

Council expects to make a decision during next week's meeting on selling South Pennsylvania Avenue property the city owns.

Mayor Ron Silvis conceded the sale of 100-108 S. Pennsylvania Ave. has helped balance the next budget, but added he and council want to sell because they believe government shouldn't own real estate.

Five bids have been submitted for the building that houses stores Katwalk, Mancuso's Shoe Repair, Golf for Her, Herbs to Your Health, and Lapels: A Fine Men's Store, along with two adjoining parking areas.

The bids are attorney Greg Moore of Greensburg, $541,003; CTO Group LLC of Greensburg, $475,000; The Buncher Co. of Pittsburgh, $475,000-$575,000; The B5 Group LLC of Murrysville, $490,000; attorney David Robinson of Greensburg, $510,100.

“There were a lot of items in each bid we need to talk about with (solicitor Bernard McArdle),” Trout told council, adding she believes a recommendation can be made by Tuesday.

In a related matter, council will vote on a lease for one of the tenants in the building.

City officials are proposing a two-year lease for Judy DiNardo, owner of Golf for Her, starting Nov 1. Her cost would be 5 percent less than the $975 per month she had been paying, or $928, city officials said.

The reduction compensates DiNardo for the amount of her previous rent, McArdle explained.
