Tulsa couple already facing local sex trafficking charges indicted by federal grand jury
A federal grand jury on Thursday indicted an Oklahoma couple on sex trafficking charges, alleging they brought a juvenile girl to Western Pennsylvania to prostitute her.
Oscar Carter, 34, and Shelby Summer Brown, 27, are being held in the Butler County Jail, where they have remained since Cranberry police filed charges in the same March incident.
According to the grand jury indictment, Carter and Brown recruited the child and brought her from Ohio to Pennsylvania on March 6. The intention was for the girl to engage in prostitution, and federal charges include sex trafficking of a minor and conspiracy.
The indictment came alongside U.S. District Attorney Scott Brady's announcement of the formation of the Project Safe Childhood Task Force, which is focused on preventing and prosecuting child sex abuse and exploitation cases, Brady said in a release.
“The number of technology-facilitated sexual crimes against children continues to grow,” Brady said. “By establishing the United States Attorney's Project Safe Childhood Task Force, with six experienced federal prosecutors dedicated to the protection of children, we are able to focus our resources on locating, apprehending and prosecuting pedophiles and predators who seek to exploit children.”
Carter allegedly recruited the girl from Akron, Ohio, and brought her to the Pittsburgh area as part of a human trafficking operation. He allegedly ran the ring out of a Cranberry hotel suite.
Carter's seven state charges include trafficking in minors, criminal use of communications and promoting the prostitution of a minor. Brown faces 12 charges, including multiple counts of trafficking and promoting prostitution.
Both remain in the Butler County Jail, unable to post bail. Federal prosecutors said they intend to ask that they continue to be held pending their federal trial.
