Preliminary budget keeps Aspinwall tax rate steady

Aspinwall residents won't see a tax-rate increase next year if the borough's 2013 preliminary budget is approved.
The budget was advertised last week. A final vote is expected at the Dec. 12 council meeting.
The $1.98 million budget includes a $6,000 surplus. Last year's budget was about $1.94 million.
The 2013 plan will include funding for a full-time borough manager. Ed Warchol has been serving as a part-time manager since late 2011. He retired from the borough earlier that year but his replacement, April Winklmann, resigned after nine months in the position.
The preliminary budget includes $43,000 for that position, up from $29,000 that was budgeted this year.
Warchol said 13 resumes have been received for the position. The deadline to apply is Dec. 23.
Councilman Kevin Gordon, who chairs the finance committee, said officials will review those resumes later in the year.
“We haven't even looked at them. We'll open them up once the deadline has passed,” Gordon said.
Borough officials also are considering a new ticketing software system, Gordon said, but have not yet discussed if one is needed with the borough's parking enforcement officer.
The police budget is the largest line item at $550,800. The borough will get most of its revenue from property taxes at more than $1 million.
Gordon advised his fellow council members to review the budgets for their respective committees and provide any feedback or discussion items if necessary.
“We need feedback starting next week,” Gordon said.
Gordon said he was pleased with the budget.
“Overall the budget looks very good,” Gordon said.
The Dec. 12 meeting will begin at 7 p.m. at the borough building at 217 Commercial Ave.
