Tapas bar's neighbors seek parking permits from Greensburg Council
A resident has asked Greensburg City Council to approve permit parking for a block of Westminster Avenue to solve problems she blames on a nearby restaurant.
Terrie Coddington told city council on Monday that patrons from The Headkeeper Tapas Bar on South Main Street park on her street, causing the need to restrict parking.
“During the summer, it really gets out of control,” she told council. “I can't even park out in front of my house.”
Coddington said she often can't find a parking place near her home when returning with groceries.
She gave council a petition with the names of eight property owners in the 500 block of Westminster who support permit parking.
The designation limits who can park on a street by providing residents with stickers that signify their vehicles as those permitted in a certain area.
Mark Stunja, one of Headkeepers' owners, said neither he nor his business partners were aware of the parking concerns.
He said he and his two partners are willing to work with the city to solve complaints.
The business further reached agreements with neighboring lot owners for their customers to park there to ease past parking issues, Stunja noted.
City administrator Sue Trout said city officials will review the petitions. Council then will consider whether permit parking should be established for the block.
In another matter, Councilwoman Kathleen McCormick reported Swank Construction of New Kensington has milled all nine streets it was hired to do.
Workers milled all or sections of Hawthorne, Liberty, Grove and Ludwick streets, Harrison, Concord, Lincoln and Madison avenues and Hawksworth Road.
As of early this week, the city street department had paved six of the nine, with plans to complete the remaining three soon, she said.
Donegal Construction Co. will begin milling other streets soon, McCormick reported.
Donegal will work on sections of Bell Way, along with Depot, Fox Hill, Mt. Pleasant and Stanton streets, Lynn Lee Drive and Urania Avenue.
In addition, workers will mill the intersections at Northmont Street and Harvey Avenue, and at Stone Street and Hamilton Avenue.
Council awarded contracts for milling at different times because different funding was used for the projects.
In another matter, council has approved LED signs in sections of the city within 1,000 feet of Route 30.
Officials were getting requests to allow the signs and change zoning requirements, Trout noted.
Few, if any, homes are in the area, she added.
PennDOT also allows the LED signs.
