Redistricting plan provides continuity in state representation for Penn-Trafford School District residents

Manor Council has decided to place a new storage building for rock salt near the police department and public-works garage on Brush Creek Road.

Council voted unanimously last week to spend about $8,000 on the materials for the concrete-block building and $9,875 for paving the parking lot.

Officials said it will be a 20-foot-by-36-foot structure that could be disassembled and moved, if necessary.

Manager Joe Lapia said the storage area will enable the borough to store excess salt there instead of the maintenance building.

The move also might help to accommodate the Manor Lions Club, the leadership of which was worried that placing the salt building on borough property at Sandy Hill Road and Route 993 would detract from its goal of leasing the land to create a small park.

Lions President Joy Clontz called council's vote “good news,” but council didn't address the club's park request at its Nov. 7 meeting.

Police pension

A robust police-pension plan is enabling Manor to waive officers' 5-percent contribution in 2013.

The Public Employee Retirement Commission, a state agency that analyses and regulates plans, reported last month that Manor had $609,157 available to pay an estimated $383,517 in pension liabilities. The 159-percent funding ratio was the second-highest in the county, according to the report.

Lapia said the waiver is effective for next year only, but council may reauthorize it for future budgets.

Drilling fees

Manor still will receive impact fees associated with gas-well drilling, but the amount is expected to be $429 less than initially reported.

As part of about $1 million in miscalculations statewide, the Public Utility Commission reported Manor now will get $7,423.

Penn Township's funding also is dropping by $2,893 to $51,513. Trafford's figure is unchanged at $3,433.

The money may be used for capital projects, including maintenance of wastewater systems or roads, emergency preparedness or environmental programs.
