Trash policy irks Manor hall renter
A former Manor hair-salon owner says borough officials were being “a little extreme” when they chose not to return her entire $100 deposit because she failed to take out the garbage after she rented the borough community room for a New Year's Eve party.
Borough Council voted 5-1 last week to return only $75 of the deposit to Nancy Schoffstall, who said she never had to clean out the garbage cans on the previous four times she rented the room for her end-of-year party.
Councilman Jeff Herman opposed the motion, and Councilwoman Dawn Lynn was absent.
Schoffstall said borough manager Joe Lapia never told her that she had to change the garbage bags in the room, but she had help from five people to clean up.
Lapia countered that the lease agreement states that renters are to leave the room in the condition that it was in before they used it.
He said a public-works employee had to come in to change the garbage bags and pick up party hats.
Schoffstall asked borough officials to “be humane.”
“I think you need to put that in your lease,” said Schoffstall, who ran Nancy's Family Hair Designs on Main Street for 12 years.
Herman said council should have let the matter go and refund Schoffstall her entire deposit.
Dogs at parks
Man's best friends soon will be allowed to join their owners at borough parks –— as long as they're licensed and on a leash.
In discussing revisions to the lease for renting the Manor Park pavilion, council members said residents should be permitted to bring their furry, four-legged pals along. No other pets will be permitted.
Councilman Bruce Hartman said he was opposed to letting dogs into the parks because of worries about dogs biting people.
Officials said they would look into providing materials at the parks for users to collect their dogs' waste.
Council authorized Solicitor John Campfield to work on a draft for a new lease.
Council approved Liz Aquino to serve as the borough's representative on the Penn-Trafford Area Recreation Commission board. Aquino replaces Lapia.
The term runs through the end of 2015.
