Manor officials begin preparing for 2014 budget

Manor Council members are starting to put in their recommendations for the 2014 budget.

Council, which oversees a $1-million annual budget for its general fund, is expected to vote on a preliminary spending plan at its Nov. 6 meeting and approve its next budget at the Dec. 18 meeting.

Officials didn't reveal the projected revenues and expenses when they met last week. In recent years, Manor has held the property-tax rate at 16.5 mills of assessed property value.

The borough's finances have been in good shape going into this budget preparation. Earlier this year, council relied on a surplus to make an early payoff of $103,000 in loan principal for three pieces of equipment to save about $8,000 in interest.

Manor will have to start repaying a $2.66-million loan for a sewage project next year, but the amount hasn't been finalized, Manager Joe Lapia said.

Unlike last year, when council decided to add a full-time police officer and full-time public-works employee, officials didn't discuss any potential new hirings last week.

Council President Dawn Lynn suggested a $1,500 increase to $11,500 for the borough's contribution to the Manor Public Library. Council boosted its contribution from $8,000 to $10,00 for 2013, but the library's expenses have been increasing, too, she said.

“They've been doing a phenomenal job with trying to do their own fundraising,” Lynn said.

Lapia said council might want to consider replacing the marquee on Route 993 that advertises community events. He said he received one preliminary quote for about $11,000.

One expense that is sure to go up is the borough's workers compensation insurance for volunteer firefighters. The borough's insurer, EMC Insurance, used to cover it, but declined to write another policy for 2014 because of the implementation of the Firefighter Cancer Presumption Act in Pennsylvania, Lapia said.

The borough's annual cost will go from $8,000 to $12,000 to move to a state-run insurance fund.

Rec board

The future of Manor Recreation Board activities — including the end-of-year holiday party — remains up in the air, but council appointed a new board member to help with event planning.

Council named Susan Forney to be the third person on the five-seat board.

Because of a lack of volunteers, the board cancelled the August corn roast and the Halloween party that was scheduled for Oct. 19. Councilman Bruce Hartman, who serves on the rec board, said the Dec. 13 holiday party could be scrapped next if more volunteers don't step forward.

The spring T-ball program also could be in jeopardy unless more people are available to help with the planning. Revenue for the 2013 T-ball season was about $3,800, which was about a $600 drop from the previous year.

Job openings

Council is advertising to fill part-time administrative assistant and custodian jobs.

The custodian, who will be responsible for cleaning the administrative, police station and park buildings, will be paid $12.65 an hour for up to 18 hours a week. Applications will be accepted until Oct. 28 for the job, which will not include benefits.

Meanwhile, council authorized Lapia to hire a temporary worker from Staffmark employment agency to serve as an administrative assistant until a permanent replacement is chosen. The pay will be $17.76 per hour for a maximum of 25 hours.

Council will accept applications until Nov. 7 for the permanent hiring. The pay will be commensurate with the candidate's experience.
