Brentwood Borough Council finalizes property tax rate

Taxes will go up for some Brentwood residents, after borough council approved the final millage for 2013.
Brentwood Borough Council approved to set the final property tax rate at 7.5 for 2013 on Tuesday. The group first unanimously approved decreasing the millage from 8.5 to 7.14 to make the $16.56 million budget revenue neutral, and then, in a 5-2 vote, increased the millage to 7.5 or a 5 percent windfall, as Allegheny County allowed municipalities to do in 2013.
The increases and decreases in millage are because of the 2011 Allegheny County property tax reassessments, which take effect in 2013.
One mill in Brentwood is equal to $400,000.
Councilmen Pasquale “Pat” Carnevale and Martin Vickless voted against the 5 percent increase.
“To me, that's a raise in taxes,” Carnevale said.
Brentwood Borough Council approved the $15.56 million 2013 budget on Dec. 11. Highlights of the budget include $3.75 millions for capital improvement projects; $2.546 million to complete the first two phases of the Brentwood Park renovation; and constructing a $1.25 million public works facility.
Of the $3.75 million capital improvements budget, about $500,000 will go toward repaving Brownsville Road; $300,000 will go toward repaving Hillson Avenue; $100,000 for equipment such as a new high lift for public works and a police vehicle; $25,000 to repair the Brentwood Public Library roof; $50,000 in bond payments for constructing the public works facility; and $300,000 in architecture fees for the design to construct a new municipal building.
