Cross-dressing Uniontown man chained himself inside car, police say

A Fayette County man who police said donned women's makeup and high heels before chaining himself inside a vehicle outside a Uniontown drugstore on New Year's Day was cited for disorderly conduct.
Stephen M. Carr, 28, of 61 E. Highland Ave., Uniontown, was cited by city police after someone called Fayette 911 at 11:21 p.m. on Sunday to report seeing a male handcuffed inside a car parked outside Walgreen's on West Main Street.
Officers found Carr, dressed as a woman and with a locked chain around his neck, seated in a four-door car.
"Carr was cross-dressing by wearing makeup, female eyeglasses, a female shirt, female pants, stockings and high heels," said police in a report. The chain around Carr's neck, according to the report, was secured with a lock and led behind the driver's seat, where it was attached to Carr's ankles with handcuffs.
Carr told officers he chained himself inside his vehicle.
"He stated 'cause he came to Walgreens to get his wife a drink, and being dressed like a woman is hard to just walk into the store," police said in the report. "So he chained up/restrained himself to build himself up to going into the store dressed like a woman to get his wife a drink."
Police said Carr was cited for disorderly conduct "for causing a public alarm and annoyance by parking his vehicle near the entrance of Walgreens and chaining/restraining himself like he did."
