West Newton sewage project moves ahead

Work is continuing on a $2 million sewage upgrade project in West Newton.

During Monday's meeting, council approved a payment to contractors for $301,238 for the second phase of the project that began on June 4.

Part of a long-term flood control plan along the Youghiogheny River, the construction will raise sewer lines and interceptors that regulate overflow from the system.

About 40 percent of the second phase has been completed, said borough engineer Timothy Brett.

The borough will be reimbursed 67 percent, or $200,835, with state grant money, known as H20, through the Department of Community and Economic Development, for water and sewer projects.

About $152,000 is still available in grant money after this third payment, Brett said, and the remaining balance will be paid for through a low-interest loan from the Pennsylvania Infrastructure Investment Authority, known as PennVEST.

Brett also told council bids came in lower than expected for Main Street sidewalk improvements, which should begin construction in March.

A $201,000 grant from the state Department of Transportation, which is also handling the bidding process, will fund the project.

The lowest bidder was $127,000 for the specifications, including new concrete and brick sidewalks from Water to Third streets along Main, Brett said. Council members asked Brett to look into the most economical additions to the project, in order to spend the total granted amount.

In other business, council awarded a truck used by the borough to the highest of three bidders.

Complete Car Co. in South Huntingdon, owned by Bob Tarr, was approved to buy a 1995 Chevrolet S-10 with a snowplow for $722.

The truck has been replaced by a 2012 Ford F-150 in West Newton's fleet, said Streets Department Supervisor Randy Shincovich.
