A New Castle Area School Board member violated state ethics laws when he used a program in which students get college credits while in high school to help his son transfer from a community college to a university that offered him a baseball scholarship, according to the State Ethics Commission.

Investigators contend that Mark Kirkwood was aware that the College in High School Program between his district and Seton Hill University in Greensburg was specifically for high school students.

Kirkwood's son, Matt Kirkwood, graduated from New Castle High School in 2008, officials said.

Mark Kirkwood was ordered to pay the Ethics Commission $1,000 to cover a portion of the cost of conducting the investigation, officials said.
