The Allegheny County judge overseeing the property reassessment said Friday the county would likely have to adopt the 2012 values as a base year to avoid another reassessment next year.

“The law is unless there's a base year, you reassess every year,” Senior Common Pleas Judge R. Stanton Wettick said during a status conference.

Wettick had been scheduled to rule on giving all municipalities in the county and the Pittsburgh Public Schools an extension until Jan. 31 to pass their 2013 budgets but postponed that ruling until Monday. He is also considering a request that would allow those municipalities to put off adopting a 2013 millage number until 10 days before tax bills are mailed.

Taxing bodies are required to reduce their millage rates in order to offset the rise in assessed value. The extra time would allow more property appeals to be settled and give municipalities a more accurate overall assessed value figure.
