Owners of the most dilapidated properties in Pittsburgh will see their names and addresses on signs in front of their buildings under legislation that City Council approved on Tuesday.

Sponsored by Councilman Bill Peduto, the bill passed 7-1, with Ricky Burgess dissenting. Patrick Dowd was absent.

Under the bill, the Bureau of Building Inspection will develop a list of the 10 worst offenders based on citations and convictions for building code violations. The Department of Public Works would erect signs featuring owners‘ names, addresses and telephone numbers in public rights of way near their properties. If they live in Pittsburgh, the signs will go up in front of their homes.

Burgess said singling out dilapidated properties in poor neighborhoods would embarrass people who have no choice but to rent from scofflaw landlords.

The legislation goes to Mayor Luke Ravenstahl, who previously said he would consider supporting it.
