Increase in North Shore parking rates finalized

Drivers who park on the North Shore between Pittsburgh's two stadiums will pay more for a shrinking number of spots starting this summer.

The Pittsburgh Stadium Authority's board of directors voted on Wednesday to boost rates at its 10-story West General Robinson Street Garage and the Gold lots between Heinz Field and PNC Park for daily parking, leases and parking during Pirates and Pitt Panthers games.

“We thought it was appropriate,” Mary Conturo, the authority's director, said, noting a review of rates at other garages and lots across the city showed the authority's rates were below the market average.

The decision was made a week after the Pittsburgh Parking Authority OK'd increases at more than two dozen garages and lots across the city. The city's Parking Authority last raised rates a decade ago; the Stadium Authority did so in 2012.

Daily rates at the West General Robinson garage will go from $3 to $4 for stays of up to two hours and $7 to $8 for longer ones. All-day rates at public garages Downtown range from $8 to $18.

Daily rates for the Stadium Authority's lots on the North Shore will go from $6 to $7 between 5 a.m. and 5 p.m. and from $5 to $7 on weekends.

“Demand is strong enough that we can bring rates up to what the market will bear,” said Merrill Stabile, president of Alco Parking Corp., which manages the Stadium Authority's garage and lots.

The Stadium Authority didn't raise rates for Steelers games and said rates for concerts and other special events at the stadiums are set on a case-by-case basis. Stabile said Steelers game-day rates are already above average, compared with other NFL cities.

Conturo expects the increases to generate an additional $450,000 a year in revenue. It generates about $2.6 million now, authority figures show.

Conturo said a portion will be used to help finance construction of a third garage on the developing North Shore, where two office buildings and a hotel are under construction and an apartment building is being considered.

Construction of two, three-story office buildings along North Shore Drive, between Tony Dorsett Drive and Chuck Noll Way, eliminated more than 200 parking spaces on the North Shore. A new apartment building would take more. The Gold lots include about 3,100 spaces, according to the authority.
