South Connellsville Borough property owners should not have a property tax increase in 2013.

Council approved a tentative 2013 budget Tuesday.

The $466,675 balanced budget included $100,000 in revenue from real estate taxes, $100,000 in local taxes, $26,000 from the cable-user fee and $1,600 in liquid fuels money.

Expenditures included $78,000 for police salaries and wages, $15,000 for road maintenance, $12,000 for parks and playground, which council hopes to use for a new pavilion and complete some paving at the playground, and $40,000 for workers' compensations, which council reported was up $18,000 from last year.

Millage in the borough is expected to remain at 2.5 mills.

Council will vote on the final spending plan on Dec. 13.

In other business, council accepted the resignation of full-time police Officer Chris Kozlowski and agreed to advertise for a part-time police officer position. Anyone who applied in the past can apply again.

With the full-time position available, part-time Officer Antonio Muniz was elevated to full-time at a rate of $12 per hour. He requested to not be enrolled in the borough's health insurance in exchange for an extra dollar per hour.

Police Officer Stephen Cooper was named chief of police. This is a part-time position. Rate of pay is $500 per month.

In other business:

• Council voted to purchase a police dashboard camera at a cost of $5,255. The cost includes delivery, installation and training. The borough purchased only one camera for one of its two police vehicles. Council plans to purchase a second camera for the other vehicle sometime next year.

• Leaf pickup will end this week.

• Council voted on a burning ordinance to make burning hours from 9 a.m. to 5 p.m. every Wednesday and Saturday. Residents are asked to not burn on holidays, to not bring in debris from outside the borough to burn and to not burn chemicals or other waste.

• The impact fee payment of $11,835.94 from Marcellus Shale drilling is scheduled to arrive at the borough sometime in early December.
