When he first learned of IRS targeting of tea party groups (from news reports, he claimed), President Obama went in front of cameras and called the activity “outrageous,” adding that we have to get to the bottom of this.

Is he “outraged” that we can't get to the bottom of this because Lois Lerner, who headed the IRS division that determines groups' tax-exempt status, took the Fifth before Congress, invoking her right to say nothing to avoid incriminating herself?

If there's nothing incriminating going on here, why not just answer questions?
