On my way in to be furloughed, I thought of many things. Chiefly, if the GOP so disdains the Affordable Care Act, why not replace it with something better? That is their job, right? To create laws.

Another of their responsibilities is to carry out the normal duties of their institution, such as paying bills and appropriating funds for government functions and vital services. These are two distinct activities.

The House GOP has failed on both by not coming up with an alternative and by not performing its basic duties.
