Newspeople have said “a deal was made” because our Congresspeople agreed to agree and not just say “that's not right.” Is a deal made every time you do work at your job and get paid for it? What deal has been made?

Why are the Congresspeople getting a “high five” for finally doing what we taxpayers are paying them for? Why were the news broadcasters saying it's “a deal”? Is Congress just playing a card game?
