Top city is Austin, Tex., while Cleveland is rated 20th.'s moving request data was used to determine the cities that people want to move to, based on the per-capita number of quotes for moving services to communities in 2008 and year-to-date 2009.

The rating is based on cities with more than 1 million people,'s list of the best places for business and careers that have the greatest job growth prospects over the next three years, the best housing opportunities and where volunteerism rates are the highest.
