Carlynton officials consider selling 5 acres for development
Carlynton leaders are considering selling a five-acre property owned by the district and Crafton Borough to a developer.
School board members in October approved an intergovernmental cooperation agreement with Crafton that would allow for the sale of about 5.2 acres to Armstrong Development Inc.
Crafton would need to approve a similar agreement and agree that the 1.249 acres deeded to the borough from Carlynton in 1999 for municipal use no longer fits that purpose. Through that, the land would revert back to the district, which plans to sell its 3.995-acre parcel along with Crafton’s parcel to Armstrong, according to the agreement.
“We’re exploring options and possibilities,” said district solicitor Bill Andrews, who noted the matter is in the preliminary stages. “We’re hoping for some development that will be in the whole community’s best interest, both financially and for the people in the Crafton community.”
Andrews declined to comment on what development plans entail for the site.
The district-owned land, located at West Steuben Street, has athletic fields that are mostly leased out to community organizations, Andrews said.
“It’s really not being used for school purposes,” he said.
In 1999, Carlynton transferred 1.249 acres of adjacent property to Crafton Borough. The agreement included a reverter clause that the property would be given back to Carlynton if it is no longer used for municipal purposes.
That portion of land is being used as a miniature golf course run by Crafton’s recreation board, said R.J. Susko, Crafton manager. Council members are aware of the intergovernmental agreement, she said, but they want detailed information about development plans for the property before moving forward.
Crafton would have to approve the intergovernmental agreement as an ordinance, which would include advertising the agreement and time for public comment, Susko said.
The intergovernmental agreement approved by Carlynton outlines that Crafton would get 24% of the net proceeds from the sale of the land to Armstrong.
If the agreement of sale with Armstrong is terminated before final sale, Crafton’s parcel will revert back to the borough, the agreement states.
District leaders said more information will be coming in the following weeks.
