Questionable bike plans

After reading the news story “Pittsburgh's Healthy Ride bike share system to start May 31” , I have a few questions.

The kiosks seem to be unattended. What is to prevent a child, an inebriated person or a person with no riding skills from using a bike? Also, who is liable if a renter is injured or involved in an accident involving personal injury or property damage, or with a motor vehicle?

As for the OpenStreetsPGH street closures on three Sunday mornings this summer, this route already has bike lanes imposed on motorists, and I know of at least three municipal parks and five ballfields along this route that walkers, joggers and roller skaters can use without inconveniencing motorists who pay for these roadways with gas taxes and inspection and registration fees — none of which are paid by cyclists.
