Official election ballot recevied from the Allegheny County Elections Division before the Nov. 3, 2020, general election.

The Allegheny County Election Division is opening its over-the-counter voting kiosk Thursday for people to complete and submit mail-in ballots for the May Primary Election.

The kiosk is located in the Allegheny County Office Building in Downtown Pittsburgh and functions as a de facto early vote center where registered voters can apply for a mail-in ballot, fill it out and submit it on the spot.

Located on the first floor of the office building, the kiosk is open 8:30 a.m. to 4:30 p.m. Monday through Friday. The office building is located at 542 Forbes Ave. in Downtown.

As of Wednesday afternoon, 95,465 voters have been approved for a mail-in or absentee ballot, including 80,561 Democrats and 14,850 Republicans.

Voters who have already received a mail-in or absentee ballot can also drop-off their completed ballot at the county kiosk. The county reminds voters to place their completed ballot in the secrecy envelope, and that secrecy envelope cannot be marked in any way. Voters also must sign and date, with the date the ballot is turned in, their outer declaration envelope.

The final day to apply for a mail-in or absentee ballot is May 9, which is also the final day to use the kiosk to apply for a mail-in ballot.

The kiosk can still be used to submit ballots up until 8 p.m. on Election Day, May 16.
