Budget reviews under way in Bradford Woods, Franklin Park, McCandless, Marshall

The communities that make up the North Allegheny School District — Bradford Woods, Franklin Park, McCandless and Marshall — are working on their 2026 budgets. The school district will present a preliminary budget for the 2026-27 school year at 7 p.m. Nov. 12 at its Central Administration Offices.

Municipalities in the North Allegheny are in the middle of holding budget reviews and public hearings, giving residents a chance to provide feedback and learn more about where their tax dollars are heading next year.

Attending a budget hearing can be extremely beneficial, according to Zachary Filous, Franklin Park’s borough manager.

“It provides valuable insight into how tax dollars are allocated and highlights the careful, transparent process the borough follows to ensure every dollar is spent responsibly,” Filous said.

Here is a list of current and upcoming budget meetings.

Bradford Woods

At the Oct. 13 council meeting, Rusti Null, manager of Bradford Woods, presented the first draft of the 2026 budget.

Throughout the end of October and into November, Null said, she will refine the first draft to reflect the 2025 actual results through October and then present the proposed 2026 budget at the Nov. 10 council meeting.

Council will vote at that meeting to advertise the 2026 proposed budget for adoption at its Dec. 8 meeting. After Nov. 10, the proposed budget will be available on the borough’s website, with a copy also available in Null’s office for the public to review.

Franklin Park

The first budget hearing was held on a Saturday, Oct. 4, according to Filous.

Franklin Park traditionally holds the first budget hearing on a Saturday to ensure better accessibility for residents and to accommodate the schedules of outside organizations, he said.

“This format allows groups such as the McCandless-Franklin Park Ambulance Authority, Franklin Park Volunteer Fire Company, Northland Library, Franklin Park Police Department and our internal department heads to present their budget requests to council for the upcoming year,” he said.

Franklin Park’s second hearing will be Nov. 5, with the introduction of the 2026 proposed budget set for Nov. 19. The adoption of the 2026 budget will be take place Dec. 3. All meetings are held at 7 p.m. in the borough building, 2344 W. Ingomar Road.

McCandless

The 2026 draft budget for the Town of McCandless was made available on its website by Oct. 31. The process for public participation and adoption is followed by a budget presentation by the finance director and town Manager John Schwend on Nov. 10. A public hearing related to the budget will be held Nov. 24, and the budget is set to be adopted by Dec. 8 meeting.

The public hearing and meetings are held at 7:30 p.m. in Town Hall, 9955 Grubbs Road

Marshall

The preliminary budget will be presented to supervisors on Nov. 3 and will be available for public inspection from Nov. 6 to Dec. 1. The board of supervisors will vote on whether to adopt the budget at its Dec. 1 regular meeting.

All meetings are at 7 p.m. in the township building, 525 Pleasant Hill Road, where a copy of the draft budget also will be available.

North Allegheny School District

North Allegheny School District will present its preliminary 2026-27 budget at 7 p.m. Nov. 12 in the Central Administration Offices, 200 Hillvue Lane, McCandless.
