Retired Scott Chief John 'Ace' Kowalo recognized for decades of service

John “Ace” Kowalo, who served in Scott’s police department for decades, was recognized by township commissioners Nov. 25.

Kowalo joined the Scott police department as a patrolman in 1959, elevated to lieutenant in 1969, named chief in 1984 and retired in 1993.

Commissioners and the public commented that Kowalo consistently has shown courage, leadership and a commitment to the community.

In 1967, Kowalo inched his way across a wet girder 90 feet above Whiskey Hollow Run, and in high winds, to lead a distraught man to safety. That was a testament to his dedication and readiness to serve in any capacity needed, the proclamation read.

Among other accomplishments, Kowalo was instrumental in introducing the DARE program in local schools, and establishing Scott as a central training hub for annual police vehicle code and legal updates, according to the township.
