The municipally supported Monroeville Animal Shelter has received a donation of $11,000.
Donna Balcik, accompanied by family members and friends, participated in a ceremonial check presentation on behalf of the shelter during the Oct. 11 meeting of Monroeville Council.
The money was raised by the Dan Balcik Memorial Golf Outing held in honor of Donna’s husband, a retired Monroeville police officer who passed away in 2021. A 1981 graduate of Gateway High School and a graduate of the Allegheny County Police Academy, he served the municipality for 26 years.
The Monroeville Animal Shelter provides animal control for domestic animals and wildlife in Monroeville and Pitcairn. The shelter also provides homeless dogs and cats with a temporary residence until a permanent home is found.
In 2014, the Monroeville Foundation teamed up with the shelter and is dedicated to assisting with its fundraising needs.
Also during the council meeting:
• Municipal manager Timothy Little made a presentation regarding the municipality’s 2023 budget, including a summary of purchases to be made in 2023 through the five-year capital improvement plan.
Five hybrid police cruisers will be purchased for $250,000 at $50,000 each, with the prices including new light bars and other equipment for the vehicles
Two 10-ton dump trucks will be purchased for $440,000, replacing two vehicles that are 22 and 20 years old, respectively. The new vehicles were ordered in 2021 and may not arrive until early 2023 due to supply chain irregularities from the pandemic, Little said.
A refuse truck with a capacity of 25 cubic yards will be purchased for $225,000 to replace an aging collection truck.
Also, $1.5 million will be dedicated to the road resurfacing program, and $185,000 will be put toward emergency management services equipment replacement. This capital expenditure was introduced in late 2019 just before the 2020 budget was adopted.
The amount will be included into the 2023 budget, but is not known whether it will be an annual expense. It will be evaluated each year based on need and the availability of funds.
• Council approved an ordinance that prohibits the parking of vehicles on front lawns of residential properties. First-time violators will be presented with penalties including a notice. A repeated violation is subject to a $300 fine every 24 hours that the vehicle remains on the front lawn.
The idea for the ordinance came about when the municipal officials determined that vehicles parked on front lawns detract from the health, safety and welfare of the community.
• Michael Perry was reappointed to the municipal Human Needs and Resources Board. Council members congratulated Cindy Lucas, who was present at the meeting, on her appointment to the Library Board.
There still are vacancies across multiple boards, commissions and authorities. Applications can be accessed on the municipality’s website, www.monroeville.pa.us.
• Council approved the installation of a new street light at Cathedral Drive.
• It was announced that the next council Citizens’ Night will be moved from the first Tuesday of the month to Wednesday, Nov. 9, due to Election Day.
