Marshall Township tweaks budget to stay on track with annual street paving program

Despite some financial concerns because of the state-mandated shutdown, Marshall Township is proceeding with nearly $869,000 worth of street paving this summer.

“We’re making some other adjustments to the budget so that we can do the paving,” said township manager Julie Bastianini.

Money saved from things such as staff not attending out-of-town conferences because of the coronavirus pandemic also will be used to fund essential services.

Another major project — $250,000 for construction along the Commodore Perry Regional Trail — also is on hold.

“We’ll be moving forward with engineering and things like getting the highway occupancy permit from PennDOT, but construction itself will be delayed,” Bastianini said.

Because there is no dedicated source of revenue for the recreation department budget, money for projects is transferred from the township’s general fund, the manager said. Money for the trail project will be held in reserve to cover unanticipated expenses this year.

Several communities this year had to make budget adjustments to cover revenue shortfalls caused by the loss of taxes from taxes during the state-wide shutdown.

Ross Township slashed $2.1 million from its 2020 budget and McCandless took steps to plug a $1 million hole.

In addition to its street paving plan, the township will use a little less than $716,500 from its capital reserve fund for major work to improve safety along Spang Road.

The project, which is expected to begin in September, will include paving, widening the road in some areas and making safety improvements at intersections, according to township officials.

The street paving project began July 29 and will continue through summer on the following streets, which will be posted when work is set to begin:

• Huckleberry Court from Neely School Road to the cul-de-sac

• Emeryville Drive from Route 19 to the auto dealership

• Markman Park Road from the Red Belt to Pleasant Hill Road

• Bridle Path Drive from Wheatland to the cul-de-sac

• Harvest Ridge Drive from Bridle Path to the cul-de-sac

• Vander Road from Wheatland to the end of the road

• Northgate Road from Route 19 to the Red Belt

• Maple Drive from Fowler to the end

• Manor Road from Guckert to Short Line Lane

• Cottonwood Lane from Manor to the cul-de-sac

• Buttonwood Court from Cottonwood to the cul-de-sac

• Tyburn Drive from Red Belt to Wexford Run

• Wiltshire Court from Tyburn to the cul-de-sac

• Stonehenge Court from Tyburn to the cul-de-sac

• Westminster Drive from Woodland to Woodland

• Regency Place from Westminster to the cul-de-sac

• Worthington Drive from Woodland to Woodland

• Camberly Court from Worthington to the cul-de-sac

• Leighton Court from Worthington to cul-de-sac

• Maitland Court from Worthington to the cul-de-sac

• Woodland Road from Aviary Court to 500 feet past Quail

• Quail Court from Woodland to the cul-de-sac
