A second member of McCandless Town Council has resigned in as many months.

Councilwoman Joan Powers, who represents Ward 4, announced Monday that she is stepping down because she is moving out of McCandless.

Powers, a Republican, was appointed to council in September 2015 to fill the the unexpired term of her late husband, Robert Powers, who had served on council since 1974.

She won a four-year term on council in November 2017. Her term runs through 2021.

In late April, Ward 2 representative Bill Kirk resigned from council to avoid any potential conflicts of interest with his new job for the North Allegheny School District.

Council appointed retired real estate executive Shelly Sponholz to fill the remainder of Kirk’s term, which runs through 2021.

Powers is a retired school teacher and serves on the board of the Northland Public Library Authority. She also was involved in the planning of the town’s annual Community Day celebration.

Powers’ resignation takes effect immediately.

Council is required to fill vacancies to be filled within 45 days with a qualified replacement of the same political party.

If the vacancy is not filled, council or 10 registered voters in can petition the Allegheny County Court of Common Pleas to make the appointment.
