Ross commissioners considering $35.3M, 5-year capital improvement plan

A $35.3 million, five-year capital improvement plan for Ross includes $1 million for the complete replacement of the roof of the township’s municipal center.

Ross commissioners are considering approval of a $35.3 million, five-year capital improvement program for the township.

Of that, about $30.1 million, or 85%, is considered a priority, finance director Dan Berty told commissioners during a presentation at their Sept. 2 meeting.

It includes about $13.6 million for street improvements, $9.4 million for capital equipment, $5.1 million for sanitary sewer projects, $4.2 million for public building and park improvements, $2.5 million for storm sewer projects, $500,000 for landslide correction and $100,000 for a solar panel program.

Annual totals are about $7.7 million in 2026, $8.9 million in 2027, $6.5 million in 2028, $6.2 million in 2029 and $6.1 million in 2030.

Totaling $11.25 million, spending on road paving would range from $2 million in 2026 up to nearly $2.4 million in 2029, according to the proposed program.

Under street improvement, $1 million is allocated for Perrysville street lights, split evenly between 2026 and 2027.

Several new vehicles and equipment are included for public works under capital equipment purchases. They include two Ford F-350s as utility trucks, a Ford F-150 as a staff vehicle, a 10-ton Peterbilt dump truck, Caterpillar 305 and 265 excavators, a Caterpillar 265 skidsteer, and a Kubota tractor.

Public safety spending totals about $6.8 million, with about $4.1 million of that for traffic signal switches. It also includes funding for several police-related items such as vehicles, Tasers, drones, bulletproof vests and cameras.

The complete replacement of the municipal building roof accounts for nearly half of the $2.1 million budgeted for building improvements, with $500,000 allocated in 2026 and another $500,000 in 2027.

The township also is budgeting $300,000 in 2026 for the renovation of its police locker rooms, after bids for the project came in higher than expected earlier this year. While the township had budgeted $100,000, the lowest bid was $260,000.

The program sets aside $100,000 each of the five years for landslide repairs.

The complete proposed capital improvement plan is available on the township’s website as part of the Sept. 2 meeting agenda.

Commissioners are scheduled to hold a public hearing and vote on adopting the plan during their meeting beginning at 7 p.m. Sept. 15.
