The Allegheny County Sheriff’s Office on Wednesday arrested a fugitive registered sex offender who it said was wanted on bench warrants and new sex assault charges.
Youssiff Howie, 26, is a Tier 1 registered sex offender who is required to register with authorities for 15 years. He last registered in December 2022 using a Penn Hills address, authorities said. The sheriff’s office said deputies discovered Howie actually was living on Letsche Street on Pittsburgh’s North Side.
Upon arriving at the North Side apartment, a person told deputies that Howie was not there, authorities said. Deputies, however, found Howie in a bedroom at the apartment and he was taken into custody.
Howie was charged with indecent assault and corruption of minors, and also will be charged with a violation of Megan’s Law for not residing at his registered address. He was taken to Allegheny County Jail and has a preliminary hearing scheduled for Feb. 8.
A criminal complaint said Howie sexually assaulted a minor on Jan. 7. He previously was convicted of indecent assault in January 2022.
Inside the North Side apartment where authorities found Howie, the sheriff’s office said deputies also found Lacy Colbert, who was wanted by Carnegie police on two counts of endangering the welfare of children. Colbert also was taken into custody, authorities said.
The person who first answered the apartment door, Keith McDaniel, also was charged with hindering apprehension.
