Feds: McKeesport sex offender busted with more child porn
A McKeesport man on probation for conviction of child sex crimes recently admitted in federal court to possessing more child pornography and coercing minors into sexual activity, authorities said.
Scott Joseph Payne, 32, plead guilty to three counts of production of images depicting the sexual exploitation of a minor and three counts of coercion and enticement of a minor to engage in illegal sexual activity.
U.S. District Judge Nora Barry Fischer scheduled sentencing for Feb. 20.
Authorities said Payne pretended to be a teenage girl and engaged in an online conversation with a 12-year-old boy using the chat app KIK.
Payne persuaded the minor to produce and share images and videos of him engaging in sex acts.
Authorities said Payne engaged in similar communications with a 15-year-old boy in New Jersey and a 16-year-old boy in Louisiana. He also was in possession of sexually explicit photographs and videos of three minor victims when law enforcement searched at Payne’s home on June 19, 2017.
Payne was on probation for a 2012 conviction involving sexual abuse of children and possession of child pornography at the time of his arrest, and he was required to register as a Megan’s Law sex offender, authorities said.
The FBI, the Western Pennsylvania Crimes Against Children Task Force, and Bloomfield, N.J. police conducted the investigation.
