• Pa. Supreme Court sends abortion question back to Commonwealth Court

The Pennsylvania Supreme Court on Monday issued a complex opinion on a case involving the funding of abortions by Medicaid, finding that the right to “reproductive autonomy” is fundamental.

But the justices sent the case back to Commonwealth Court, ordering it to resolve lingering constitutional issues.

• We have a shortage of qualified superintendents. Why?

Almost 35% of all superintendents in Pennsylvania have changed jobs within the past two years, according to data from the Pennsylvania Association of School Administrators. Several superintendents told TribLive that’s a byproduct of the microscope under which they work. But it also has created demand that has driven up salaries.

Superintendent turnover has become one of the main crises in public education, and it’s only intensifying, said Franklin Regional Superintendent Gennaro Piraino, who is president-elect of PASA.

The dispute arose as then-Attorney General Josh Shapiro and other state attorneys general across the country negotiated two nationwide settlement agreements.
