Allegheny Township man convicted of uploading nude photos of underage girls is accused of violating parole

A registered sex offender from Allegheny Township who pleaded guilty in 2016 to 11 felony child pornography charges for uploading nude or partially nude photos of more than a dozen girls to a website has been accused of violating his parole by viewing pornography and dating sites.

Carlos Guevara, 28, of the 300 block of Emerson Street was charged Tuesday by a Westmoreland County detective with felony counts of failing to comply with registration requirements for sex offenders and failing to provide authorities with accurate information.

He was being detained in the Westmoreland County jail in lieu of a $25,000 cash bond to await a preliminary hearing scheduled for Aug. 21 before District Judge Jason Buczak, according to court records.

In February 2015, Allegheny Township police charged Guevara with uploading nude or partially nude photos of as many as 20 girls to a website.

The girls were 13- to 16-year-old students at Kiski Area, Apollo-Ridge and Leechburg Area high schools when they sent the photos to Guevara using the social media app Snapchat, according to investigators.

Police began investigating after one of the girls contacted authorities because she discovered nude photos of herself on a website.

Investigators said they found Guevara in possession of more than 8,000 photos of nude or partially nude girls taken between 2010 and 2015 and that 20 of the girls were underage when the pictures were taken.

Guevara pleaded guilty in July 2016 and was sentenced to one to two years in prison and seven years of probation.

He was classified as a Tier 2 sex offender and must remain on the Meagan’s Law list for 25 years.

A Westmoreland County detective began investigating Guevara in late June after two probation officers went to his home for an in-person meeting and allegedly found numerous pornographic images and videos on his cellphone, according to a criminal complaint.

Police got a warrant to search Guevara’s phone and found numerous accounts for sites used to view pornography or to meet people for sexual encounters, the complaint said.

One of the parole officers told police that when Guevara was questioned about the internet sites he was visiting he said he did not know that he had to report the sites to authorities, according to the complaint.

One of the requirements of his probation is that Guevara list the internet sites he uses.
