Homeless man charged with attempted homicide in Arnold Manor shooting

A homeless man was charged with attempted homicide after, investigators said, he lured a man to the front of the Arnold Manor high-rise in Arnold on Tuesday and shot him three times.

Tevian Williams, 20, was charged with felony counts of attempted homicide, aggravated assault, carrying a firearm without a license and possession of drugs with the intent to deliver along with reckless endangerment.

Police were dispatched to Arnold Manor in the 1600 block of Horne Boulevard around 7:15 p.m. for a report of a disturbance on the sixth floor, according to a criminal complaint.

Officers said they saw two men running from the scene as they arrived. They found the victim, a 20-year-old Braddock man, who had been shot in the stomach, right arm and the right side of his body, the complaint said.

Police said the man was taken by ambulance to Allegheny General Hospital in Pittsburgh for treatment.

Responding officers said they spotted a man fitting the description of the shooter walking along the 1500 block of Ivy Alley before he ducked behind a dumpster when he saw a patrol car approaching, the complaint said.

Police ordered the man, later identified as Williams, to come out from behind the trash receptacle at gunpoint, but he took off running, the complaint said.

Williamson was taken into custody a short time later in a parking lot in the 1400 block of Fifth Avenue, the complaint said.

Investigators said Williams was carrying a loaded 9 mm semi-automatic pistol, a “drum” magazine capable of holding 50 rounds of ammo, 29 rounds of ammunition and a “quantity of suspected cocaine,” the complaint said.

Williams can be seen on surveillance cameras walking into the south entrance of Arnold Manor and then leaving by the front entrance, police said.

The video shows Williams getting into an argument with the victim while there were two other men present, the complaint said.

Williams can be seen in the video luring the victim outside and then shooting, the complaint said.

The video also shows Williams tucking a pistol into his waistband as he runs from the scene, police said.

Officers from New Kensington, Upper Burrell and Lower Burrell, as well as the state the Attorney General’s Office and Westmoreland County detectives, responded to the scene.

Williams is being detained in the Westmoreland County jail after bond was denied during his arraignment on Wednesday before District Judge Frank J. Pallone Jr.

He faces a preliminary hearing on the charges June 9, according to court records.
