Police: Lower Burrell woman hit a mom, daughter at Tarentum Bridge, kept driving and went shopping

Police say a Lower Burrell woman stopped at a nearby Giant Eagle for 20 minutes just after hitting a woman and her daughter with her SUV near the foot of the Tarentum Bridge in Tarentum on Dec. 30.

Allegheny County Police on Friday charged Lois A. Davis, 55, with two felony counts of causing an accident involving death or injury and failure to stop or render aid.

After reviewing automatic license place recognition cameras installed at the intersection, police said Davis’ vehicle, a 2018 Chevrolet Trax SUV, struck Lyric Manley Jackson, 26, and her 9-year-old daughter, Symia, while they were crossing Route 366 (Ross Street) at the bridge intersection at Seventh Avenue shortly after 6 p.m.

“(Davis) did have a green traffic control signal but did not stop after the collision with the pedestrians, and continued onto the Tarentum Bridge and fled the scene,” county police Officer Robert Donovan wrote in a criminal complaint.

When police spoke with Davis at her home, they asked about damage to her car, which detectives said matched car debris at the crash scene perfectly. She told them she’d stopped at two stores, but did not notice the damage until arriving home, according to court documents. Police said the damage to the left front side of the car was obvious.

Police said security camera footage shows Davis making a stop at the New Kensington Giant Eagle for about 20 minutes, immediately after they say she fled the crash scene on the other side of the bridge.

Lyric Jackson’s sister, Lanae Manley Jackson, posted on a GoFundMe page for the victims that a passing motorist stopped to perform CPR on her sister until emergency crews arrived.

Both victims were taken by ambulance to a local hospital, where Lyric Jackson is being treated for critical injuries that include brain trauma, her sister wrote. The post was created to assist the family with medical expenses.

Symia Jackson is recovering from undisclosed injuries she suffered in the crash, according to the post. Symia was treated for her injuries at a hospital and released, according to county police.

The incident was investigated by detectives from the county police homicide and accident collision reconstruction units at the request of Tarentum police.

Davis was charged in May 2019 with speeding by Lower Burrell police and pleaded guilty, according to court records.

Previous traffic violations include:

• Driving with a suspended license filed by Monroe­ville police, September 2018; guilty plea.

• Speeding citation filed by West Deer police, September 2016; guilty plea.

• Disregarding traffic lanes filed by Lower Burrell police, August 2016; guilty plea.

• Disregarding traffic signals filed by North Huntingdon police, March 2012; guilty plea.

She was taken to the Allegheny County Jail in Pittsburgh to await arraignment, according to county detectives.
