New Kensington awards paving contract for 4 roads

Four roads in New Kensington will be resurfaced this year.

City council awarded the contract to Shields Asphalt Paving, the lowest bidder with a price of $103,321.

Roads to be milled and resurfaced are:

• Carl Avenue, from Tarentum Bridge Road to Craigdell Road

• Freeport Road, from 7th Street to Short Street

• Short Street, from Freeport Road to Ridge Avenue

• Locust Street, from Freeport Road to Victoria Avenue.

The city received a total of six bids. The other bidders were Tresco Paving, $110,927; Independent Enterprise, $119,170; A. Folino, $136,434; Derry Construction, $137,334; and Holbein, $198,449.

Shields’ price was determined to be the lowest after a mathematical error by the company in its bid was corrected, city Clerk Dennis Scarpiniti said.

According to Engineer Tony Males, Shields’ total base bid had been $182,225, which would have made it the second highest. The correct price of $103,321 was based on adding up the individual unit prices in the bid, he said.

“In this circumstance, the summation of the individual unit prices control the bid amount,” Males said.

A representative of the company could not be reached for comment Wednesday.
