New Lower Burrell public works contract calls for wage increases


Pay rate to reach nearly $40 an hour by 2030, which city manager says ‘recognizes the work of our employees’

A new five-year contract between Lower Burrell and its public works employees calls for wage increases each year.

The agreement, approved by city council Monday, gives employees a 3.5% wage increase this year; a 3% increase in 2027, 2028 and 2029; and a 2.5% increase in 2030, according to City Manager Greg Primm.

In 2025, the base salary for a public works employee was $34.18 an hour, according to Primm. It will be $35.38 this year; $36.44 in 2027; $37.53 in 2028; $38.66 in 2029 and $39.63 in 2030.

“This agreement reflects a balanced approach that recognizes the work of our employees while also being mindful of long-term fiscal responsibility for residents,” Primm said.

Employee premium contributions will increase from 10% to 15%, except for new employees on the probationary period, which will not change.

There are six public works employees in the city’s public works bargaining unit.

The agreement also calls for an update to public works employees sick leave payout.

Employees leaving after 10 years of completed service, except for those fired for cause, will receive $20 per day for unused sick leave, Primm said.

The boot allowance was increased to $350.

The agreement clarifies that summer workers may be hired for grass cutting and other work as designated by management.

Life insurance policies increased to $45,000 from $25,000.

A new employee’s probationary period is set at one year, with wage increases after 90 days, Primm said.

“As a member of the negotiating team, I’m proud of the work that went into this agreement,” Primm said. “We focused on fairness for our employees while also protecting taxpayers and positioning the city for long-term stability. This agreement reflects the shared goal of maintaining a high level of public service for our community.”
