Allegheny Township Supervisors have approved a $4.1 million preliminary budget that includes no property tax increase.
If the final budget, scheduled to be approved next month, remains unchanged, it would be the 10th consecutive year without a tax increase.
Proposed spending in the preliminary budget is 4.4% higher than this year’s spending plan. The combined assessment for everyone’s property in the township is expected to be nearly $250,000 higher for the coming year.
The budget maintains the tax rate at 16.5 mills. That includes 13.35 mills for the general fund, 2 mills for debt service and a 1.15 mill fire tax.
The debt service is for a $2.4 million bond issue being used for repairs and expansion of the township building. It also funds a revolving equipment-purchasing program for the public works department.
The preliminary budget, which will be on display until Monday, Dec. 9, allots $500,000 for road improvements. The supervisors are expected to pass the budget that night.
Roads wish list
The budget sets aside money to pave sections of School Road and Garvers Ferry Road.
Slated for crack sealing next summer are Willowbrook, Indian, School, Shearsburg, Bagdad and Community Park roads, along with streets in the Hawk Valley and Allegheny Woodlands housing plans. New drainage inlets are planned for Rebecca, Dawn and Lynch streets, along with Victoria Way and the public works building.
The police department would be allotted $1.1 million, with $746,000 going for salaries and $52,500 toward a new police vehicle.
The township also is expected to receive almost $578,000 in state liquid fuels tax reimbursement. That money will be used for equipment purchases, winter salt and anti-skid materials and other road maintenance- related projects.
The township will have enough carryover that it won’t have to take out a tax anticipation loan, saving about $20,000.
“It’s been five years since we needed a tax anticipation loan, and we are going to continue that practice,” township Manager Greg Primm said.
