First responders are shown on North Canal Street in the Natrona section of Harrison on Tuesday evening after a report of a child being struck by a vehicle.

An 11-year-old was struck and killed while walking Tuesday night in Harrison, leaving residents in the neighborhood in disbelief.

“I can’t believe this happened,” said Denise Parkin, resident and friend of the victim’s family.

The Allegheny County Medical Examiner’s office identified the victim as Roxanne Alexis Bonnoni, 11, of Natrona.

Township police Chief Brian Turack said first responders were dispatched to call about a vehicle and a pedestrian about 7:20 p.m. along North Canal Street, between Kuntz and Kuhnert streets.

The driver of the vehicle that hit Roxanne remained on the scene, said Allegheny County Police Lt. Venerando Costa.

Citizens Hose Ambulance Supervisor Jim Erb said dispatch information indicated the victim was an 11-year-old girl unconscious and not breathing. He declined to comment further on the incident.

Turack said Roxanne was loaded into an ambulance and taken to a hospital.

Allegheny County Police said the girl died despite first responders’ attempts to save her.

Detectives will complete their investigation, he said, and hand over their findings to the district attorney’s office to determine whether to file charges against the driver.

Parkin said she met the family years ago through Fun and Freedom, a faith-based nonprofit based in the Tarentum area. It hosts a summer camp in Springdale and picnics in the park in Natrona.

Her daughter, Payton Hursh, is a coach with the charity.

Parkin said they are very distraught and are prepared to do whatever they can to help the victim’s family.

Penny Houston is one of Fun and Freedom’s camp administrators and board members. Houston recalled the girl was at multiple events and was very friendly.

“It’s a very very sad thing,” Houston said. “We’re going to be here for whatever they need.”

Greg Hirtz Jr. lives along North Canal Street. He said he did not personally know Roxanne, but would often see her out with her parents or riding her bike up and down the street. The girl lived next to where she was hit, Hirtz said.

“I’m devastated,” Hirtz said. “I feel sad for the family.”

Other residents along North Canal but did not want to give their names also offered condolences to the family.

County police continued to investigate late into the evening. North Canal Street was closed from Federal to Kuhnert streets.

Anyone with information concerning this incident is asked to call the County Police Tip Line, 833-255-8477 (ALL-TIPS). Callers may remain anonymous.

Editor’s note: In an earlier version of this story, police said the victim had been struck while riding her bike.
