A man was shot and killed Tuesday afternoon in Harrison’s Sheldon Park neighborhood, according to Allegheny County Police.

The victim was identified as Jaysen Randall, 20, of Harrison, according to the county Medical Examiner’s Office.

Mike Vogel, chief of police for the Allegheny County Housing Authority, confirmed one person was in custody in connection with the shooting. He said it was a verbal confrontation between two men that led to gunfire.

A call came in about 12:50 p.m. reporting a shooting in the 300 block of Park Avenue, an Allegheny County 911 dispatcher said.

Randall was taken to a hospital, where he died, county police said.

Multiple neighbors told TribLive the shooter argued with Randall at the front door of a Sheldon Park apartment before shooting him and fleeing. One neighbor attempted to put pressure on Randall’s wound before EMS reached the scene, neighbors said.

Neither man owned or leased the apartment where the shooting occurred, Vogel said.

The Sheldon Park housing plan is run by the Allegheny County Housing Authority and is behind the Heights Plaza shopping center.

Vogel said the county’s homicide unit was leading the investigation.

Police from Harrison, Tarentum, Fawn, Allegheny County and the housing authority were investigating inside the apartment where the shooting took place.

Police responded to a shots fired call six days earlier near Sheldon Park. Vogel said officials do not believe the two incidents are related.

Following a fatal shooting this summer, county housing authority police stepped up their presence at Sheldon Park and reported positive results.

“It’s so unfortunate because we really made a lot of progress out there with our park and walks,” Vogel said. “Calls were down, but this goes to show when people have a firearm and something happens and there’s a confrontation, they go to the firearm.”

County detectives are leading the investigation.

Anyone with information about the shooting is asked to call the Allegheny County Police Tip Line 1-833-ALL-TIPS (1-833-255-8477). Callers can remain anonymous.
