2 charged with selling heroin from Arnold apartment

State drug agents are alleging at least two people were involved in drug sales from a Murray Avenue apartment in Arnold.

Devon A. Koch, 27, of New Kensington and Douglas S. Hogan, 27, of Allegheny Township are accused of selling heroin.

They were arrested at the apartment on Murray Avenue at Freeport Road.

An Attorney General drug agent alleges that Koch sold a quantity of heroin to an informant.

According to an affidavit, police found about 7 grams of raw heroin, 250 packets of processed heroin, digital scales and other drug paraphernalia, including unused packets and a stamper to label the packets, and about $840 in marked money.

Koch is charged with three drug felonies and was released pending a Thursday preliminary hearing after posting $75,000 bond.

He is represented by attorney David A. Regoli, who wasn’t available for comment Monday.

Hogan is accused of two drug felonies. He also faces a preliminary hearing Thursday. Court records did not list an attorney for Hogan.
