Greensburg and state police raided four massage parlors Thursday and arrested two women on prostitution charges.
The two police agencies teamed up on the investigations at Mu’s Asian Massage locations in Hempfield and Unity and Ruiquan Foot Spa and Li’s Massage on Main in Greensburg.
Trooper Steve Limani said state police have been looking into the situation at the parlors in Hempfield and Unity for the last couple months after fielding complaints from patrons who reported being solicited sexually. Greensburg police Chief Charles Irvin said Detective Garret McNamara has been investigating for the past month.
“It appears that when a patron would go in there during the course of the massage, the person that was giving the massage would offer some type … of service, which would be sexual in nature,” Limani said. “They would solicit you to try and pay for these services and, obviously, that’s against the law.”
Both agencies used undercover officers in the investigations.
They served search warrants simultaneously Thursday on South Urania Avenue and South Main Street in Greensburg, Sand Hill Road in Unity and Route 119 in Hempfield. The locations in Hempfield and Unity have the same owner, Limani said.
In addition to the arrests, police seized cash, records and banking information. There were several women who were taken into custody by U.S. Immigration and Customs Enforcement at the Greensburg locations because they had deportation orders, Irvin said.
Greensburg police arrested Hailan Zhou, 39, of Greensburg. She is accused of offering sexual favors to undercover officers during massages in exchange for cash on two occasions in October and November at Li’s Massage on Main, McNamara wrote in a criminal complaint. The parlor is feet from the police station. She is expected to be deported at the conclusion of her criminal case.
State police arrested Zhang Peiyun, 60, of New York. She is accused of offering sexual favors in exchange for cash during massages of undercover troopers in October and November at the Hempfield location.
Both women were denied bond. Neither had an attorney listed in online court records. Preliminary hearings are set for later this month.
Irvin said Greensburg police consulted their counterparts in Murrysville for help in how to handle the investigation. A woman recently pleaded guilty to prostitution at Asian Garden Spa in Murrysville after she offered to perform a sex act on an undercover officer.
“This cooperative effort demonstrates our continued commitment to protecting vulnerable individuals and ensuring that those who exploit them are held accountable,” Irvin said. “We are grateful for the strong partnership among local and state agencies that made this operation possible.”
There were instances when undercover troopers went into the Hempfield and Unity locations that the person providing the massage did not offer sexual favors, Limani said.
“It’s more about trying to find out if this was individuals that were choosing to do this, if it was a part of a broader scale operation,” he said.
