2 arrested on charges of child endangerment in Monessen
Two people are behind bars after police said a 5-year-old boy was emaciated and had bruises all over his body, according to court papers.
Charles W. Smitley V, 39, and Colleen Cassidy, 36, both of Monessen, were arrested this week on charges of child endangerment, unlawful restraint and simple assault.
City police reported in court papers that a relative of the child took him to a hospital in April after seeing his physical condition. The child told investigators that Smitley and Cassidy hit him with a paddle daily and made him sleep on a basement bathroom floor with no blankets.
An 11-year-old child told police the boy has been shut in a closet multiple times with his hands taped together, according to court papers.
Smitley was being held at the Westmoreland County Prison on $250,000 bail. Cassidy’s bail was set at $100,000. Neither had attorneys listed in online court records. Preliminary hearings are set for Aug. 22.
