A 40-year-old Youngwood woman was cited for child endangerment, public drunkenness and disorderly conduct after state police made welfare checks twice in three weeks and reported her apartment being “in deplorable condition.”
Trooper Nicholas Parker filed the complaint against Mandy M. Kinnaird after troopers were called to the home twice on Jan. 17, and a second time, Feb. 6, after a bus driver in the Hempfield Area School District had to return a young child to school who Kinnaird was supposed to meet at the bus stop.
When Parker arrived at Kinnaird’s residence on Helman Street on Jan. 17, police found Kinnaird unconscious and intoxicated inside about 6 p.m., according to court documents.
“The residence was observed to be filthy with rotting food and human waste inside. There was no consumable food inside the residence and numerous empty liquor bottles,” Parker wrote in court documents filed before District Judge Anthony Bompiani.
On Feb. 6, Parker said when Kinnaird was located at the residence she was again “highly intoxicated” and “stumbling.” Police reported the apartment again appeared “in the same deplorable condition.”
Court records allege that Kinnaird became aggressive with troopers when she was questioned.
Kinnaird could not be reached for comment. An attorney was not listed in court documents.
State police also contacted the Westmoreland County Children’s Bureau.
