A Greensburg man is accused of assaulting another man and smacking a girl over an aggressive, loose dog, according to the Westmoreland County District Attorney’s office.

Linwood Eley II, 46, was charged by Greensburg police on Friday with misdemeanor counts of terroristic threats, simple assault and resisting arrest and summary counts of harassment, public drunkenness, and disorderly conduct.

Police were called to South Hamilton Street for reports of an aggressive, loose dog. They were told a neighbor pepper sprayed the dog and accidentally sprayed a child.

When police arrived they saw people fighting in a yard on West Newton Street, where Eley was seen sitting on a man’s head, according to the district attorney’s office.

Witnesses told officers that Eley approached the man over pepper spraying the dog and assaulted him. The man, who suffered a contusion below his eye and had blood on his face, passed out and became unresponsive, according to the district attorney’s office.

Witnesses told police Eley had also struck the man’s daughter on the cheek. The man and his daughter were taken to a hospital.

Eley is accused of threatening to burn down the man’s house and threatening police, the district attorney’s office said.

Eley did not have an attorney listed in court records.

Eley was arraigned Friday and sent to the Westmoreland County Jail on $45,000 bail, according to court records. His preliminary hearing is scheduled for May 22.
