Export man accused of selling deadly heroin dose jailed on $250K bond

A 51-year-old Export man was arraigned Thursday on charges of delivering a fatal dose of fentanyl-laced heroin that killed a co-worker in December.

Kelly R. Frank was charged with drug delivery resulting in death and possession with intent to deliver before Murrysville District Judge Charles Conway. He was ordered held in the Westmoreland County Prison on $250,000 bail.

Trooper James McKenzie alleges that Frank sold two stamp bags of heroin that killed Keith R. Alexander, 29, of Export, sometime between Dec. 13 and 14. Both men worked at Atria’s Restaurant in Murrysville, police said.

A relative discovered Alexander’s body on the bedroom floor of his Washington Avenue apartment when she went there after he failed to show up for work. Court documents said two stamp bags of heroin and drug paraphernalia were discovered near his body.

McKenzie reported troopers seized Alexander’s cellphone at the scene and discovered two text messages between Frank and Alexander discussing the purchase of heroin dated Dec. 13.

“Best I can do is two (stamp bags) for thirty! They are really strong!!!” McKenzie said Frank wrote Alexander in a text message.

McKenzie said Frank admitted buying the heroin at Alexander’s request in Pitcairn and delivering it to Alexander’s apartment the evening of Dec. 13.
