Latrobe approves 2023 budget with no tax increase

Latrobe will use about $100,000 of federal covid relief cash to balance its 2023 budget.

The $7.1 million spending plan council adopted this week doesn’t include a property tax increase.

Latrobe City Manager Terry Carcella called the budget “conservative” as officials attempted to contain spending and said officials were unsure of the calculations for municipal stormwater maintenance and operation.

“We don’t know the exact costs for stormwater, and that’s part of the problem,” Carcella said. “Once we get that down pat and understand what those costs are, and once we know what we need to operate and maintain the system, we’ll be in better shape. If anything happens to surprise us, we do have that reserve fund available.”

The city is working on an internal audit to identify proper expenditures for stormwater maintenance in the years 2021 and 2022 to determine stormwater billing fees.

The current 21.5 millage rate gives the city just more than $1.4 million based on Latrobe’s property assessment of $65.6 million.
