A Mt. Pleasant Township man was arrested Wednesday on animal cruelty charges after he allegedly left five dogs and two cats at an East Huntingdon home after he was evicted last month, according to court papers.

A dog and two puppies were found dead and partially decomposed inside the Reservoir Street home, state police said.

Howard Wayne McCloy, 34, of Bridgeport is charged with neglect of animals and aggravated cruelty to animals. The same charges were filed Wednesday against Lavetta Christine Magee, 33, of Dawson. Police said she also lived there.

The property owner reported McCloy and others living there were ordered to be evicted from the property Nov. 14, according to court papers.

Troopers were called Nov. 27 when the owner arrived to make sure the home had been vacated and heard dogs barking inside.

Troopers entered through an open window and found the three dead dogs and two others inside crates amid deplorable conditions, according to court papers. Police said they found trash, bottles of urine and human and animal feces throughout the house.

Both crated dogs, 1-year-old pit bull mixes, had scars on their bodies and sores and urine burns on their paws and faces, according to court papers. There was no food or water available for the animals, including two cats which investigators said appeared relatively healthy.

A necropsy was being performed on the dead dogs. The surviving animals were taken by All But Furgotten humane agents. McCloy relinquished his rights to them.

He is free on recognizance bond. A preliminary hearing is set for Dec. 23. He could not be reached for comment. An attorney was not listed in online court records. Magee had not been arraigned on the charges.

McCloy was ordered to pay a nearly $8,000 judgment in the eviction case, according to court records.
