Monessen superintendent charged with indecent exposure, open lewdness

The superintendent for the Monessen School District was charged with indecent exposure and open lewdness after police say she was discovered in a state of undress with a man in the parking lot of a county-owned apartment complex.

Charleroi Regional Police were called to the Nathan Goff Jr. Apartments on Middleland Avenue shortly before 11:15 p.m. May 22 for a report of two people engaged in inappropriate behavior in a red pickup truck.

Police arrived to find Leanne Spazak, 55, of Charleroi and Robert Cappelli, 61, of Confluence undressed inside the truck, according to a criminal complaint.

As Cappelli and Spazak were getting dressed and locating identification, police also saw a 9mm handgun on the front seat, the complaint stated. The FEG Hungary 9mm gun was registered to Cappelli, according to police.

Police asked Cappelli why he and Spazak chose to park at a county housing complex.

“He stated he didn’t think anyone would be watching,” Patrolman Howard Rider wrote in a criminal complaint.

Cappelli and Spazak were each charged with indecent exposure, open lewdness, public drunkenness and disorderly conduct. Both face July 7 preliminary hearings in District Judge Eric Porter’s Charleroi court.

An attorney for Spazak could not be reached for comment. Court records do not list an attorney for Cappelli.

Monessen School District officials declined to comment, but did issue a statement.

“By all accounts known at this time, Dr. Spazak has not been charged with any offense involving her presence on school grounds or in connection with the performance of her duties as a superintendent,” district officials wrote. “Appropriate actions to address this particular situation will be considered and taken as more information becomes available and this matter proceeds through the proper legal channels.”
