Norwin caps potential tax hike to state index of 5.3%

If the Norwin School Board approves any real estate tax hike for the 2023-2024 school year, it will be no more than a 5.3% hike for property owners in the Westmoreland and Allegheny county portions of the district.

The school board this week agreed to limit any possible tax hike to the state-determined index of 5.3%, which is close to a 4.5-mill tax hike, said Ryan Kirsch, business affairs director.

For the current school year, property owners in North Huntingdon, Irwin and North Irwin pay a school tax of 85.8 mills, but the revenue from 1.2 mills is allocated to the Norwin Public Library, as approved by a voter referendum.

In the Allegheny County portion of the district, a 12.72-tax is levied on the 18 property owners in sections of White Oak and South Versailles served by Norwin.

In another financial move, the board authorized borrowing a maximum of $11.5 million for capital improvement projects. The tax-free bonds would be sold in February, Kirsch said.

The school board last year discussed borrowing money to replace roofs on several school buildings, as well as paving projects at the high school and junior high complex.

The board also authorized issuing bonds in February 2024, to cover the cost of various capital improvement projects next school year.
