Penn Township discusses line painting, road sealing projects
The Penn Township Board of Commissioners discussed line painting and shot-and-chip projects at Wednesday’s caucus meeting.
Township secretary/manager Mary Perez said the 2022 line painting project includes only one road that is not normally repainted each year, Baughman Road.
“These are the typical roads that need done every year to keep our roads safe,” Perez said.
The intersections and roads included in the line painting contract are as follows:
Intersections
- Route 130 and Walnut Street
- Harrison City-Export Road and Watt Road
- Harrison City-Export Road and Waugaman Road
- Harrison City-Export Road and Penny Lane
- Route 130, Harrison City-Export Road and Mill Street
Roads
- Seanor Road, from Pleasant Valley to Long Drive
- Rowe Road, from Route 130 to the township line
- Pleasant Valley Road
- Waugaman Road
- Long Drive
- Valley Club Drive
- Burrell Hill Road
- Saunders Station Road
- Meadowbrook Road
- Sandy Hill Road
- Watt Road
- Main Street
- Baughman Road
The shot-and-chip project has received two bids to date, the lowest of which is approximately $136,000 from Russell Standard.
Shot-and-chip is a treatment method used to extend the life of a road between pavings. The process involves applying a layer of tar to the road surface, followed by a layer of fine gravel.

Township engineer Dan Schmidt said the project — which includes Valley Club Drive, Sleepy Hollow Road, Walton Road, Boone Road, Slack Road and Boxcartown Road — needs to be completed by Sep. 15.
The commissioners will vote next Wednesday, July 20 on advertising the line painting contract and on approving the bid for the shot-and-chip program. If both are approved, Perez said the township will begin the paving project and move into proposing a resolution to approve the line painting project.
The township also discussed the bids for the Harrison Park-Dolly Avenue stormwater project. Of the four received, the lowest is just under $1.6 million from Curry & Kepple — the contractor assigned to the ongoing Hyland Road-Chris Drive stormwater project.
Perez said the loan for the project must be closed by Sep. 1. Construction can start anytime after approval.
